Neither... nor + affirmative verb is an enphatic way of combining two negatives:

Neither threats nor arguments had any effect on him.

The room was neither large nor bright.

Neither means "not one and not the other". It takes an affirmative singular verb. It can be used by itself:

I tried both keys but neither worked.
